Lamar has over 30 years of experience working with Federal and State legislators on legislative and regulatory matters in Washington, DC, as well as in Sacramento, CA, Tallahassee, FL and Albany, NY.
As a Legislative Representative for the City of New York’s, Washington DC lobbying office, he worked closely with senior members of the US House and Senate on issues in the Judiciary, Banking and Foreign Affairs Committees. He was also assigned to a task force within the Pentagon to assist the Navy on its International Narcotics Interdiction, Coast Guard assignment effort.
At the US State Department/USAID team, he worked in the State Department’s Office of the Legal Advisor, Iranian Affairs Office (L/IC) regarding litigation at the Hague in the Netherlands. He also worked in the State Department’s Office of Oceans, Environment and Science.
The leadership then assigned him to the USAID/State Department team that worked within the United Nations as part of the framework for the Copenhagen Global Economic Summit. Speaker in Brazil at Human Trafficking Conference.
Assigned to the Middle East Task Force, he worked as West Bank/ Gaza Desk Officer, State Department/USAID. In that Capacity, he was also recognized for helping to free an American hostage (CARE International) being held in Ethiopia.
Finally, he served as Chief Lobbyist for the Children’s Defense Fund in Washington, DC. He was lead attorney for the building of the Martin Luther King Memorial in DC as well as a long-time tutor in Washington, DC homeless shelters. At a law firm in Miami, he was recognized as one of the city’s most effective leaders. As part of his work, he traveled to China on behalf of NBA players.
He was an honors graduate at UCLA with a degree in International Relations and Economics and a graduate of Georgetown University Law School.
